Gloria Arroyo. Chief Justice Renato Corona said the magistrates reached the decision at Tuesday’s regular full-court session. But a copy of the decision was not immediately available. Associate Justice Antonio Carpio wrote the ruling, which dismissed the petition of international law experts Merlin Magallona and Harry Roque Jr. and several law students who sought to stop the implementation of the law.
